Serang City Government Collaborates with PNM to Distribute Mekaar and ULaMM Credit to Pre-Prosperous Communities

SERANG CITY – The Serang City Government (Pemkot) has collaborated with PT Permodalan Nasional Madani (PNM) to expand credit access for underprivileged communities. This collaboration is focused on distributing financing through the Fostering a Prosperous Family Economy (Mekaar) program and the Micro Capital Services Unit (ULaMM), Monday (13/4/2026).

In this scheme, the Mekaar program offers loans without collateral ranging from IDR 2 million to IDR 15 million. Meanwhile, the ULaMM program provides larger financing, starting from IDR 50 million to IDR 200 million.

PNM Serang Branch Supporting Manager, Yayah Inayah, explained that various conveniences were provided to the community, especially for novice business actors. One of the advantages of the Mekaar program is that there are no collateral requirements and ease of application, even for residents who don’t have a business.

“Mekaar loans start from IDR 2 million to IDR 15 million without collateral, and can be applied for by people who want to start a business. The condition is that the applicant is a woman,” said Yayah.

He added that technically Mekaar applications were carried out in groups, consisting of 7 to 30 people. Even though it is submitted as a group, the loan remains in the name of each individual. The payment system is carried out weekly through official officers.

“ULaMM is an individual, while Mekaar must be in a group. However, the type of business for each member may be different,” he explained.
PNM also not only provides financing, but also provides business assistance for customers. Starting from product packaging training to marketing strategies, everything is done so that community businesses can develop sustainably.

For information, PT PNM is a State-Owned Enterprise (BUMN) which focuses on financing and empowering MSMEs. Apart from general business actors, the financing program also targets communities such as waste bank managers.

Meanwhile, the Deputy Mayor of Serang, Nur Agis Aulia, welcomed the collaboration positively. He considers this program to be very helpful to the community, especially for those who want to start a business but are constrained by capital.

“This is very good, because loans can be given even if you don’t have a business. Plus there is assistance so that people’s businesses can develop,” said Agis.

Furthermore, the Serang City Government also plans to provide interest subsidies to ease the burden on the community. This scheme is expected to increase the attractiveness of credit while encouraging local economic growth.

“Later we will try to reduce the interest rate through subsidies, so that people will be helped further,” he added.

Through collaboration between the Department of Cooperatives, SMEs, Industry and Trade (DinkopUKMPerindag) of Serang City and PNM, it is hoped that access to capital will become more widely open and will be able to encourage increased community welfare.

Agis also reminded that loan funds should be used wisely and productively.
“Use these funds as best as possible, even without collateral,” he concluded.
